Lands Manager
FULL TIME PERMANENT POSITION
Reporting to the Band Manager, the Lands Manager leads the PTFN Land Code development process, the Land Use Planning initiative, and implements and develops land and environmental related initiatives and strategic goals for PTFN. To be successful in this role the Land Manager must be able to develop relationships and work closely with Community Members, Indigenous Services Canada, Natural Resources Canada, the FNLM Resource Center and various Land Surveyors, Environmental Assessors and Planners. This position is responsible for reviewing and preparing land use applications and information packages to ensure compliance with applicable land laws, by-laws, and Nation policies for Chief and Council approval. In addition, the Lands Manager administers all land management programs for the Nation which involves the preparation of budgets, workplans, reports, and the coordination of land administration purchasing decisions. Additional duties include contributing to the development of related PTFN land policies, procedures, templates, training sessions and communications materials. The Lands Manager supervises the work of Environmental Monitors and trainees. The successful candidate must be willing to attend training, workshops and professional development sessions on an ongoing basis.
KNOWLEDGE SKILLS AND ABILITIES
- Experience working for a First Nation administration, Tribal Council, municipal/provincial or federal government;
- Certified Professional Lands Manager Designation or other relevant land management training or equivalent;
- Strong relationship building and communication skills, written and verbal, with various demographics including elders, youth, management, Chief and Council, government representatives, and current or potential business partners;
- Experience supervising staff and familiarity with Human Resources policies and procedures;
- Experience using mapping applications (GIS, Google Earth, etc.);
- Understanding of applicable laws, bylaws, regulations, and court decisions relating to land management;
- Familiarity with provincial and federal environmental laws relating to First Nation lands;
- Strong computer skills including the MS Suite of programs;
- Experience in lands and environment administration and/or traditional land use/consultation in any of the above-mentioned settings is an asset;
- Ability to understand/speak Cree is an asset;
- Must provide a clear RCMP Police Information Check and possess a valid class 5 Driver’s License.
