Peerless Trout First Nation is located 68 kilometers northeast of Red Earth, Alberta.

We are seeking a passionate, dedicated, and experienced Manager of Health Services to oversee our Health Services department. The ideal candidate will be a motivated “go-getter”, and an experienced leader who is committed to empowering health in the community and prioritizing wellness for PTFN community members. You will play a crucial role in overseeing the delivery of high-quality health services for our community and in ensuring that our members have access to the services they want and need.

Reporting to the Executive Director, the Manager, Health Services will oversee day-to-day department operations, ensure regulatory compliance, foster a culture of excellence within our healthcare facilities, and provide support, mentorship, and direction to all employees within the Health Services Department.  

KEY RESPONSIBILITIES:

1. Administers, monitors, evaluates, and implements the delivery of PTFN’s health and medical services:

  • Meet formally and informally with the Chief & Council, Band Administration, PTFN personnel and community members regarding community health and medical issues that have community, Tribal, Treaty 8, provincial or national impact;
  • Disseminate information as required and acting as an advisor to the Chief & Council and PTFN Band Administration on health and medical issues that have direct impact on the community and Treaty 8 as a whole;
  • Develop, implement and evaluate long and short-term goals and objectives for health and medical services in accordance with community/area needs through the completion of annual workplans for all health and medical-related service areas;
  • Develop/update medical service policy and guidelines that will enhance the effectiveness of the health and medical services program;
  • Research the options, alternatives and methods of transferring Treaty Health Programs and services from Health Canada to Peerless Trout First Nation #478.

2. Ensures the smooth transition and ongoing management of AHS medical services to Peerless Trout First Nation:

  • Research and create business plan for Executive Director review which includes: plan for AHS medical services transition, the hiring of additional staff; where to find them and where they will live; the benefits of the transition, and identify any issues or gaps discovered;
  • Onboard and manage current AHS staff (1 doctor, 2 receptionists) that will join PTFN when the transition is finalized;
  • Network and research options for hiring additional medical staff: 2 Paramedics, Nurses, additional doctor support.

3. Advocate for additional medical services and medical equipment/supplies for PTFN:

  • Research and create business plan for Executive Director review which includes; needs assessment, summary of relevant funding sources, benefits of acquiring new services/supplies and identify any issues or gaps discovered;
  • Set up meetings with AHS/Health Canada/ISC to identify potential partnerships and opportunities;
  • Survey community members to identify areas of need;
  • Research funding options for additional services (e.g. Mental Health) and equipment;
  • Submit funding proposals to support additional services and equipment;
  • Management of newly acquired funding;
  • Lead the recruitment of staff for additional services if needed;
  • Ensure timely purchasing of additional medical equipment/supplies;
  • Provide government reporting as needed.
  • 4. Manage and advocate for Home Care Services to move from KTC to PTFN:
  • Research and create business plan for Executive Director review which includes; needs assessment, summary of relevant funding sources, benefits of managing PTFN home care services in-house and identify any issues or gaps discovered;
  • Set-up meetings with KTC, ISC to identify opportunity to move Home Care services to PTFN;
  • Hiring of any additional staff that may be needed;
  • Management of funding;
  • Management of Home Care staff when required.
  • 5. Facilitates all aspects of PTFN’s health and medical services:
  • Act as contact person for health and medical-related services and facilities as requested and/or required;
  • Network with community health staff, Health Committee(s), Chief & Council, interpreting, evaluating and summarizing changes in policy and legislature, assists in formulating amendments and presenting to Chief & Council and PTFN Band Administration for action;
  • Work closely with the PTFN Healing Centre and other nation departments to break down silos and to identify synergies between departments;
  • Promote the integration of contemporary western health practices and traditional native beliefs and values to create a holistic balance of wellness;
  • Promote health/medical services through public relations, presentations and public speaking at conferences, workshops for community members, outside private agencies and government agencies;
  • Link off-reserve health services and partnering to complement existing on-reserve health services; Assisting in identifying priorities and work load for the Health/Medical Services; and Organizing conferences/meetings as requested; and
  • 6.  Creates a network and liaises between community health agencies/organizations, service providers and the community:
  • Develop and participate in cooperative working relationships with KTC member Nations & Health Centres, local hospitals, extended care facilities, health units, Alberta Health Services, Treaty 8 First Nations of Alberta, Mental Health Service providers, physicians, schools and colleges, First Nations & Inuit Health and others who provide health services to First Nation people on or off reserve in the Peerless Trout area;
  • Assist non-native health providers towards a better understanding of First Nations culture, traditions and unique health needs; and
  • Elicit Elder involvement in health-related activities to promote and educate health program staff and community health centre staff in native traditional beliefs and values.
  • 7. The Health Director manages the staff of the department by:
  • Assign duties to team members;
  • Assess performance throughout the year and writing annual performance goals;
  • Recommend and provide training to meet the competency level expected;
  • Deal with performance concerns;
  • Approve leave;
  • Recruitment of team members;
  • Coach and mentor team members;
  • Authorize time sheets and overtime.
  • 8.  Authorizes financial transactions within designated level of authority by:
  • Develop annual budget for approval;
  • Prepare cheque requisitions for department purchases for Executive Director approval and signature;
  • Reconcile monthly VISA purchases;
  • Receive requests for expense claim payment from subordinate staff and verifies that all back up documentation is attached, is signed, and forwarded to Finance for payment;
  • Request financial reports as necessary and provide monthly forecasting and variance analysis; Review monthly financial reports for accuracy and request corrections when required.
  • QUALIFICATIONS:
  • A Degree or diploma in Health Administration/Social Sciences or equivalent, with a minimum of 3 years’ experience in health administration, preferably with a First Nation and/or an equivalent combination of other related post-secondary and experiences;
  • 3+ years experience leading teams (preferably in the health field);
  • 3+ years experience in operations management and administration (preferably in the health field);
  • Intermediate knowledge/skills in the use of MS Word, MS Excel, financial software, leave and attendance programs, Email, and the Internet;
  • Effective presentation and networking skills;
  • Proficient research, proposal writing, and report writing skills;
  • Good planning, decision-making, and problem-solving skills;
  • Must possess excellent oral and written communication skills; ability to accept responsibility and demonstrate accountability;
  • Knowledge and understanding of First Nations’ culture, health service requirements, communities and their respective organizations;
  • Knowledge and experience involving management and administrative matters/practices such as budgeting, accounting, strategic planning, human resource management, projects, and evaluation principles and techniques;
  • An innovative thinker with the ability to motivate people and get them directly involved in developing their own creative solutions;
  • Completion of (CFNHM) Certified First Nations Health Manager designation would be an asset;
  • The ability to speak/understand Cree is an asset;
  • Willing to provide a copy of your driver’s license and a current driver’s abstract;
  • Willing to provide an RCMP Police Information Check/Child Welfare Record Check for and as requested review every 12 months;
  • Access to reliable transportation to meet the demands of the job.
